Internal waters: Covers all water and waterways on the landward side of the baseline. The coastal state is free to set laws, regulate use, and use any resource. Foreign vessels have no right of passage within internal waters.

Under the 1936 Montreux Convention, Ankara has control over the straits and can limit warship passages during wartime or if threatened.

In wartime, if Turkey is not involved in the conflict, warships of the nations at war may not pass through the Straits, except when returning to their base. When Turkey is at war, or feels threatened by a war, it may take any decision about the passage of warships as it sees fit.

On 15 April 2021 Russia decided to close the area of Kerch Strait to "warships and other state vessels" from 24 April to 31 October. The stated rationale for the closure are military exercises. The closure partially cut off the Ukrainian ports of Berdyansk and Mariupol from the Black Sea.

Since Russian annexed Crimea in March 2014, the island has been transferred into the possession of Russia's central government by the newly established Crimean authorities and was used as a stepping stone for a new bridge linking Crimea to mainland Russia.

Tuzla Spit consisted of the Tuzla Island (45°16'07"N 36°32'58"E) and two small islands on the Russian side (45°13'33"N 36°35'34"E and 45°12'49"N 36°36'26"E), and a narrow sand bar connecting them all. The two small islands were re-connected to each other by the 2003 construction by Russia of the 4.1 km long Tuzla dam.

Preliminary work on the bridge began in May 2015. More than 200 bombs and a few aeroplanes (including an Ilyushin Il-2 and a Curtiss P-40 Kittyhawk) from the World War II era were found in the area during pre-construction clearance. Three temporary bridges were built, to facilitate access (independent of weather and currents) for main construction. By October 2015, the first of the temporary bridges had been constructed, connecting Tuzla Island and Taman Peninsula.
